Inner tube size advice 28×1.1/2

Hi, dumb question but what size inner tube is 28×1.1/2? Pic attached for reference.

I THINK it's 28×1.1 or 28 x 1 1/2, but I've not seen this format of tube before – any advice?

I'm in the Netherlands if that helps at all.
