That is a really strange design. The support between the top tube and handle bars just seems incredibly awkward and inconvenient. There are a bunch of folding designs that don’t require that.

This is an older type folding bike. I have seen several with the same design, I recall at least two that were Dahon brand – which make excellent folding bikes of simpler design today. These bikes have a charm to them, people like the look and old-timey novelty. I remember a coworker at the bike shop who became obsessed with restoring a red one, polishing rust off of the chrome bits. What you have there is good quality and worth keeping around or selling to someone who appreciates the design.

Small wheels are easier to work on, and stronger than the bigger ones.
Also, Folding bikes get ridden more often, with a wider range of tracks.
