I just bought a Cannondale CAAD12 frame set.
The fork included what’s in the photo. The steerer tube was bare (missing the sealed ball bearings).
What besides the ball bearings is needed? Or should I just buy a complete new headset?
If yes, what do you recommend that’s reasonably priced? I don’t want the cheapest option as my plan is to build the bike with good quality components.

🤔 no bearings in the bearing cups/frame?
Does the fork have the crown race on it?
The crown race usually looks like the silver part on the left of your photo, but without the split in it.
Some forks have a built-in crown race, which yours might have. Can you post a picture of the lower part of your steerer tube?
Other than that, you indeed seem to have everything other than the bearings.
(As an aside: attach the two parts together loosely on the right side of your photo before fitting the expander bung into the steerer; it’ll help prevent loosing it down inside. Ask me how I know…)

This diagram shows what you are missing. To me it looks like you just need the actual bearings and will be set.
That silver split ring should sit in the upper bearing before the top cap goes on.
