Scored cheap at the bike coop, could I get some help with crank id?

Left crank has RSCI stamped on the back, 165mm length. Appears to be an Andel Standard Track crankset, but I don't know if that crankset was made with 130BCD, I only see them with 144. Doesn't have any labels either.

Not sure whats up with the pedal threads, wanted to figure out what the cranks are to get a better sense of the condition. Not sure if this is just how they look when the paint wears down or if this is some kind of repair. Part of me thinks it's an insert but the back side of the cranks look mint.
