    1. I could safely park my bike in my city's bike parking garage at the Hauptbahnhof for a longer period (for a fee, I don't know how much off the cuff). But since I don't have a cargo bike, I would take the tram to the station with my luggage.

If you don't have lots of luggage, like on a day trip, you can take your bike with you on the train. If it's a folding bike it doesn't even cost extra.

Long vacation, lots of luggage, and a bike? Have it all picked up at home and sent to your hotel, and only travel with a small bag holding the essentials for the first night.

I have done all of the above. There's no need for a car 🚴‍♀️

    2. In Munich it is similar to in Leipzig. Munich, with its over 1.5 million inhabitants, is completely criss-crossed with cycle paths.
Smaller, quiet side streets usually do not have a cycle path. Children are also allowed to cycle on the sidewalk.
Rental bikes are also available at public stops. You can combine your means of transport. I can easily get to a stop on foot. I either take the subway, SBahn or tram. I can then use a bicycle either at the destination or at the local bus stop.
Tourists often have problems with the cycle paths because they cross streets without paying attention to bicycles or stop on the cycle paths.
If you come to Europe as a tourist you should think about this.
