It looks too small, but if it’s comfortable for her and she’s fine riding it around town, send it. If she has to do difficult/long rides, that’s where you’ll start to notice some discomfort.
She should be able to pedal and have leg almost fully extended at the bottom, with seat level-ish/slightly above the stem.

A little small. The stem looks pretty extended. If it can go higher, I’d try that… Though be sure to not over-extended it. Sometimes we move up to a higher frame as we get used to riding…
