To me, this is worth. Maybe talk him down a bit but it seems fair. What is wrong with the wheel set? I’ve never owned an All City wheel set, but I’ve never had any issues with their other products I own.

Absolutely worth it. The steamroller frame isn’t made anymore keep in mind. If you were to build up new with even a comparable/ish the surly frame would be $500+ alone.

Solid build through and through. I wouldn’t worry about the wheels. Not the best but reliable. Worth it.
