Generally speaking, most bike racks clamp down on the front wheel.

Clamp on the front wheel. Also, move the rear strap further back (left) so the bike is centered on the rack and the car.

Front wheel flops around so it gets the extra bar. Center the bike behind the car – minimum sticking out, you’ll hit stuff.

Pic 2 but the clamp should be against the fork, press it in as tight as it will go. Jiggle the bike a little so it settles, and then see if you can get another click or two out of the arm.

Front fork goes under the arm. I can’t quite tell, but if that is a two bike rack make sure you mount the bike closest to the car.
Can you not center it behind the car? This is triggering me.
You are supposed to clamp the front wheel, but honestly besides positioning on the rack it really doesn’t matter

Also, be sure the bike is centered on your car.
For one, in most places it’s illegal to drive with anything sticking out further than your side mirrors.
Two, you want it as centered as possible to reduce drag and save gas.
Three, sticking way over makes it far more likely other drivers (or those in parking areas) will hit your bike.
