That’s probably where the front derailleur would mount if you had a 2x.

It is a chain keeper.
This looks like a newer 1x Specialized Sirrus given the tires. Not sure if they come with a narrow wide chain or not, but they do provide this chain keeper either for peace of mind for the consumer, or because it might be useful. This bike uses a front derailleur with a band clamp if it uses one.
