I live in Paris and have been wanting to buy a single gear bike for a while.
I bumped into this one and feel in looove.
However I don't know much about bikes.
The owner wants to sell it to me for 200€, is that a reasonable price?

It’s cool but it’s a road gear conversion and not a real singlespeed with horizontal dropouts. If it was me I’d offer 150 and that seems like it would be a solid buy. Cool bike tho
100e is a good deal. Not more.
Yes, €200 if it had the original road group set.
But it is setup as a single speed conversion. So no.
