Assuming that the frame is dent/crack free it is worth $50 easy. However building up a bike from components can be expensive and if you are not careful you can end up with incompatible parts. There are some expensive specialized tools that are suggested for assembling a bike. If you have never built up a bike from scratch a bike co-op or community repair space would be helpful.
