If it was built up and had gears I’d give you ~$100 or less for it. A fixie I gotta build myself, ~$50 or less.

Early 1970’s Windsor Professional… very collectible in the right market. It’s a Columbus tubed Cinelli knock-off made in Mexico by Acer-Mex. Often called a Mexinelli.
Take it the rest of the way apart and sell it piece by piece. The early logo Cinelli bars would be worth $100 if they weren’t scratched. The seat post, Cinelli Unicanitor saddle, and Campagnolo cranks are all worth a bit of change if the condition is good (not overly scratched and no cracks on the web of the cranks).
Take it to a swap meet with vintage collectors you could come out with a couple of hundred for the frame and fork… perhaps another 100-150 for the parts depending on the condition.
There is a vintage bike market and a sub r/Vintage_bicycles
