Positionering ASP 4000 2 way seatpost

Hi,
Got an older Argon 18 TT bike for which i am dialing in the fit. Its got this what looks to be this custom ”2 way seatpost” and I find little information about it.

Do I understand it correctly that I can pull up the entire seatpost and flip it 180 degrees horizontally – and by doing so allowing for further saddle setback? Thinking as in the pic below if it makes sense, new location of bolt showing intended change with flipped seatpost.
