Get a neck gaiter or “buff”? They work really well.
I got a really nice winter base layer from Rapha a few years back that had an integrated neck gaiter thing. The front has technical material that blocks moisture and cold wind. I wear it when the temps drop below 40 F

Castelli Flanders or Odlo active baselayer. Have some different Odlo baselayers and really love them. edit: sorry, beide kein Merino drin, hatte ich überlesen
