Super brakes. Typical for Cyclocross. They will do the work in any condition!

They’ll do the job, but it’s an easy upgrade to V-brakes if you want something more powerful in the future.

They’re called canterlever brakes and work fine.
But make sure you get a reflector that goes underneath them in a way that if the main cable snaps the brake cable won’t fall down and get stuck in the wheel, causing the brakes to clamp shut on the wheel and giving you a nasty crash!

OP could you also tell us what make and model the bike is thanks

cantilever brakes are fine, but not as effective as V-breaks – they require more force
I would not ride them on long descends but they should be just fine for city rides
