There’s a carrier block used on Brompton and other folding bikes that allows bags to be free mounted. I know litepro makes some stem mounts for these, but I don’t know if any of these would work for your bike.
I don’t know how these would work on a full sized bike; they might impede handlebars or not fit the stem well, but it’s something to look into.
Or if you’re truly desperate, you could just get a tre-go trolley or add-bike cargo bike adapters and just hang a garment bag from them ;).
