I tried to pry back the metal frame a bit but it wasn’t going easily and I didn’t want to push it too much. I’d like to keep this style of pad and pad holder if possible for aesthetic but can replace the whole thing if it’s required.
Yes, most decent shops will have these by the hundreds hanging from cardboard sheets. The entire pad and holder are replaced, usually $3-5 per pad.

The metal part and the rubber part do not come apart and are sole as one.

Kool stop continentals are a great replacement but they also makes inserts for the original holders. I never attempted to replace the inserts though. Someone told me to boil them in water to soften up the hardened insert, clamp the holder in a vice and remove the old rubber with pliers.
