local floods; but they had a flat-earth, provincial local view of the Universe, so they said "global flood!" When in fact, it was just a local flood. But that locality was their whole world, so they said a global flood!
The flood story in the Epic of Gilgamesh comes before the Bible was written. The Bible story is a later "version."
And, the flood story is used more for theological reasons than historical(by both Gilgamesh and Bible). They're used to get rid of their enemies mythologically. The Epic of Gilgamesh story actually questions the ethics of a flood story to commit genocide against all other peoples. The Bible embraces genocide of everyone who is not a Jew.
