'Just' a cleaner. I used to work in a hospital emergency department. Without the doctors the department can stay open but without the cleaners the department would have to be shut down in a matter of hours. There's no 'just' about it.
So they have strange people wandering around, they're worried they might be coming to steal their property so they send a female cleaner out to confront the person they suspect may be there for nefarious reasons. It just shows what the bosses and managers are like in these places. Give them a fur coat and they think they own the place.

Big Up Fran what a wee gem to have in the workplace
When the managers and managing directors come out, they're always aggressive and full of their own piss and self-importance. When cops turn up they're full of ego and passive aggression but when the cleaner comes out she's lovely. Salt of the earth that woman. It just shows what business and making money does to people as does being given a bit of authority like police workers.
