If you will use it, file down all sharp burrs, it can be OK-ish after that. It looks like somebody used some power tools, but it’s not horrible if you take some time.

That spoke sure is threaded deep in to that nipple. How true is the wheel?

Broken spoke, nipple got lost inside the rim. Had a rough time getting it out. That’s my guess. I’d use a dremel with barrel sander bit to clean it up myself.

I don’t think this will affect the integrity of the wheel, so it is fair game.Yo can file it but try not to widen the hole.
The nipple or spoke may break, when it vreaks replace them and that’s it. Or if the wheel starts to get too out of balance you can just cut the spoke and replace it too.
