Yes. You will need to clean that spot on the inside thoroughly to remove any sealant film or residue, but otherwise a quality patch should be a good repair.
If there has been any chinks of tire carcass lost you could get creative and plug it with something like a D.A.R.T. or similar and then trim flush on the inside once it seals up, then patch over that and then trim flush on the outside.
