The city of Utrecht in the Netherlands has the world’s largest bicycle parking garage with 12,500 parking spaces! I tried parking my bicycle on the upper tier.
The top parking is very easy. You look around for a guy, make eye contact, and then look helplessly at the parking spot. Problem solved. You may be gay, but he doesn't know that.
Guessing there are no rush hours for parking or retrieving bikes. Imagine it would be quite a battle to have a lot of people parking or retrieving bikes all at once. Would make an interesting video.
dutch bikes have locks that built in the rear wheel. it locks the rear wheel when you take out the key. no extra lock needed. yes you can steal it by lifting the rear wheel but they're really cheap and you will look very awkward carrying that around

Putting it on top gets easier when you have handbrakes on your bike!
on the other hand, why use the top while plenty spaces open on the lower level? But typical Dutch habit: waarom gemakkelijk als het moeilijk kan.
