    1. Bilingual?

Yes. There's over three hundred thousand that speaks Russian nativly and well over a half of population knows the language.

      But…
      1. Estonia has only one national language – and it is Estonian.
      2. Knowledge of Russian is roughly at bar with knowledge of English through out the population – by statistics, over a half of the population knows those two along with the Estonian itself, meaning majority knows at least three languages in various levels. There are around 10% monoglots (or less). Not even a half is bilingual though (native speaker of more than one language).
      3. Russian is recognized minority language, as well as, a Estonian-Russian dialect (starovary); Southern-Estonian(Võro; Seto), Finnish; Swedish; Jidish; Ukrainian; and several others.

    2. 03:44 Bilingual no, Russian double no⚠️
Only around 40% can speak Russian but around 80% understands English.
Also the country has only 1 language (🇪🇪) officcially but people are bi or tri- lingual, Estonia, English and Finnish are the most common, some speak 5 or more languages (like German and Russian too).
