So, to clarify the legal perspective here:-
As Mikey was engaging in the collection of evidence to assist in the prosecution for that offence, his stopping had a legitimate & lawful purpose, thus the offence of causing an obstruction was not committed.
Ot would be very different if he had stopped to film someone walking just because they had a strange outfit on, as there is no offence being committed to gather evidence of!
So, in short, Mikey stopping in traffic as he does in this video is NOT breaking the law
