It can be done. Probably going to need a new bottom bracket, cranks, and a set of track wheels with a freewheel to do it right. Looks like 1 piece cranks which are a pain.
If it’s not a threaded bottom bracket, you will have to use some kind of conversion kit.
If the wheels are 27inch and not standard 700c you might also need to replace the brakes and use something with a long reach.
