15a Humanitarian crisis in the Middle East by Councillor Steve Radford, seconded by Councillor Tom Crone 0:00

The agenda published on 14 November accidentally contained a draft version of the motion entitled “Humanitarian Crisis in the Middle East”.

This is now replaced by the following wording and this will be reflected in the Order Paper and debate at the meeting –

Liverpool City Council recognises the significance of the tragic situation in the Middle East to our city. We have Jewish and Palestinian communities and, if the crisis were to escalate, we could be required to offer sanctuary to refugees.

Liverpool City Council condemns the massacre of Israeli civilians and the taking of hostages by Hamas on October 7th.

We further condemn the collective punishment of the Palestinian people that has ensued, costing the lives of over 9,000 people, 3,500 of them children. Innocent Palestinians should not have to pay the price for the atrocities of October 7th. There is no purely military solution to the 75-year-long crisis in the region, rooted in the occupation of Palestinian land, as recognised in United Nations resolution 2334. The indiscriminate levelling of areas of Gaza is totally unacceptable. An immediate ceasefire and the return of all hostages are preconditions for a renewed peace process.

Palestinian and Israeli citizens have an equal right to live free from fear and insecurity.

We call on the UK government to renew efforts to end attacks on civilians and to return all hostages immediately as a precondition for a lasting peace.’

To receive a report seeking approval for the Council to become a member of the new statutory Integrated Care Partnership for Cheshire & Merseyside

10. Nomination of Local Authority Representative Governors 28:57
To consider a report seeking approval of nominations for the appointment of local authority representative governors.

11. Liverpool Citizens Climate Jury by Councillor Liam Robinson, seconded by Councillors Lena Simic and Laura Robertson-Collins 29:26

Council notes that Climate change and the emergency it has caused is an existential threat to our city, our region and ultimately our planet. Council notes the city’s declaration to be net zero by 2030 and the city region’s commitment to be net zero by 2040. Council notes the progress made to achieve these targets thus far including:

• Installation of the largest number of Electric Vehicle Charging points in the Liverpool City Region;
• The roll out and successful usage of the E-Scooter Trial and E-Bikes;
• Roll out and implementation of cycling infrastructure in the city centre and pop up installations on key routes;
• Working with the city region significant improvements to the public transport network with the new fleet of electric Merseyrail trains and the moves to reregulate the bus network with zero emission buses and fares cut to £2; and
• Our moves to increase biodiversity in the City with innovative projects including Scouse Flowerhouse, Urban Green UP and the opening of the new Southern Grasslands park.
