That was 200 years ago. All Caribbean nations suffered the same treatment and today they can show progress and development.
I like the video where they elected a voodoo president.
In reality, most Caribbean nations are domesticated habitable. Exceptionally, moderately, poorly, domesticated, and uninhabitable are the 5 groups. Without man made technology, civilization can not survive hurricanes. Only nomadic people existed, because hurricanes are annual. Africa is poorly, because of droughts. Light monsoon cause an eastern drought. To many tropical depressions turn into hurricanes, causes a western drought. Most life threatening catastrophes are expected to happen at frequency greater than the age to give birth; 15+ years. Indonesia has expectional, but expect a local volcano every 60+ year.

To be fair, I'd say nearly every country has gone through hardships, that's why they still exist today. Without resiliance today, a country won't exist tomorrow.
