You unscrewed it completely from the wedge. You may be able to push it up from the bottom, or you’ll have to take the stem out completely and put everything upside down for it to fall out.
Pull out the bar and try to tilt te bike and roll it over. Pray and Hope that the wedge will come out. Or get a „new“ wedge from and old stem and use that. Leave the old part in the steerer Tube and Never do this again. 🤡

Edit2: you removed the screw from the stem, that holds the handlebars. There is No steering wheel on a bike, sir.

Your bike has a quill stem, the bolt in your hand screws into a wedge at the bottom of the stem in order to hold the stem in place. By unscrewing the bolt entirely, the wedge has fallen off and is now somewhere inside the black tube. So you need to retrieve the wedge, which means you will probably need to remove the stem first. Judging by the length of the stem bolt in your hand, you will have a tough time removing the stem without first removing some or all of the cables and/or controls from the handlebar.
