I tried to change my brake pads. The screw has gone all the way in but the pads are still moving around. These are a bit different from my old brake pads, the new ones only came with 2 washers.
Edit: u/The_Volvo_Vulva seems to be right those brake pads seem to be ment for Caliper brake style and almost definitely won’t work on V-Brakes.
You still can try with washers as suggested.
~~You probably need to take the old washers all together or at least take a plain washer from the old pads and put it between pad and brake arm. The screw is long enough to reach the end of the screw hole in the pad and is therefore not clamping the pad to the brake arm.~~

Your trying to putt pads meant for a caliper brake on a v-brake it’s never gonna work you need a different part. Buy v-brake pads and it should be fine.
Looks like you will need Vbrake type pads with the correct style concave washers which will allow for the thinner caliper spacing as well as a wider pad. Those are Road style pads meant for thicker calipers. In a pinch you could use the old washers if you still had them but the braking power will be reduced due to the smaller size of the pad.

There should be at least 4 washers per brake pad, so you can adjust the pad. Like in this picture
