That eyelet on your fork is most likely for a fender, not sure sure how much weight you can reliably trust it with.

It’d be comfortable running two p clamps for 2/3 mounting points, if you’re packing something pretty light on there

Read the instructions that Ortlieb provided. It will work. You used half of the shrink tubing provided. You only need about an inch for that diameter. You will also need to cut the metal band way down. Do that AFTER tightening. I would use the silver screw if you can for the top since it’s tapped. Use the black for the bottom since you are using the band. Make sure and heat the shrink tubing so it doesn’t slip. Keep the top screw a little bit loose until you get the clamp tightened.
