Clean the axle threads with a wire brush, apply a tiny gob of lithium or copper grease and thread it on.
Those threads are either fucked up because of what happened to the original hanger and you need a new axle (no bueno rethreading and axle) or it’s just a dirty thread that needs to be cleaned up and is jamming up when threading.
As long as you keep to the torque spec it’s OK to apply some leverage there.
