That is the wedge to your quill stem. The point goes towards the head of the bolt.

The wedge should have the flat part towards the ground.

Put the long bolt through the top of the stem then thread the angled nut with the angled side first. Match the angled sides so that they fit through the tubing on your bike. Tighten the bolt carefully and you’re good to go.
