I usually spray them on the bike with wd40 and then hit them with a penetrating lubricant afterwards. Half the time it works every time!

If it is an indexed shifter, the correct way to care for it is to use hot soapy water to dissolve and remove old gunk, then apply dry lube similar to what locksmiths use. The last thing you want is anything that leaves a wet oily residue and traps more grit to fowl the mechanism faster.

Drop or 3 of Mobil 1 will do it…
