A lot of bikes are made in Asia, Taiwan especially. They do the frames, and I think they send the frames back to Europe and elsewhere to be painted and assembled.
At least, that is what I’ve gathered from a bit of research.

Helkama bikes are still made in Finland, though I suppose they aren’t as popular elsewhere.
