Just bought this bike used and getting back into to biking. When I turn the cranks at a certain point it gets choppy and tight when applying same pressure for rotation. Is there an adjustment i can make or do I need a new bottom bracket ? or am I dumb and it’s supposed to do that lol.

Nah, it’s ovalized/uneven rings, might be both front and rear, tensions the chain in one spot and loosens in another. Quite common on single speeds. Maybe loosen the chain tension just a teeny tiny bit, if that’s too tight to pedal. Or forget about it if that’s not a problem.
Edit: on second look, when you move the pedals backwards, the freewheel/freehub is moving the wheel, that shouldn’t happen. It might be overtensioned chain or the freehub is shot. In any case, try to loosen chain tension a bit first.
