love a lugged steel frame! would you say that was sold as a touring bike? looking for something similar that can fit wide tires and racks, but not a mtb frame

Look in to an old dutch city bike. Classic roadbike proportions and style but the frame is way stronger and comes with mounts for bikeracks.
