I am trying to get these Shimano Altus C10 brake levers off an old Bridgestone XO-5 to swap out the handlebars, but they don’t appear to have any screws or bolts to loosen. It seems like the levers are held on only by these plastic wrap pieces that go around the bars.
Any tips to get them off?

So this is a band clamp.
First I’m going to assume the brake cable is already unhooked from the brake arm.
Now squeeze the lever all the way back to the bar and take a look inside the lever.
There’s the screw for the band clamp
