    1. Looks like the tire is not seated on the rim at that point. Deflate, reflate, slightly overinflated, add soap, work with fingers….

    2. This looks like a tire issue, use the rim brake as a reference point, the rim doesn’t look deformed or ovaled (unless the sidewalls are damaged)

      Could be a tire seating issue. Or could be a left to right or up and down hop in the rim. May need to be trued or even just a careful tire replacement might do the trick. It’s one of those two for sure
