It looks like the sidewall is damaged by the bump. It will need replacing

Looks like the tire is not seated on the rim at that point. Deflate, reflate, slightly overinflated, add soap, work with fingers….

This looks like a tire issue, use the rim brake as a reference point, the rim doesn’t look deformed or ovaled (unless the sidewalls are damaged)

Could be a tire seating issue. Or could be a left to right or up and down hop in the rim. May need to be trued or even just a careful tire replacement might do the trick. It’s one of those two for sure
