I'm trying to tighten this, but it seems like the thing I'm trying to tighten is on the cassette side, under the holder nut and what I presume to be a spacer, inside the casette. The quick release side doesn't seem to have room for tightening, it's just liked up with the holder nut, spacer, and then an inner piece that flares into a circular cover (better view in pics in comments).
I can't seem to get the cassette side holder nut (1) loose, it spins with the wind on which it sits (2). Tried WD40. Do I have to take off the cassette?

Can’t get (1) to budge loose. The axel comes through the hole in (2). Should I take off the cassette?
