I'm a newbie in te cycling world, and just bought my first road bike. I am evaluating now the purchase of a winter jacket. I live in The Netherlands, so it's very windy very often, but it does not get extremely cold.
I narrowed it down to 5 items:

Honestly, you’ll have to do some trial and error. If you’re chilly at the start of the ride you’ll warm up on it. Everyone has to make the mistake of under dressed and over dressed at least once. What works for me, may not work for you. I’d start with a long sleeve jersey and add layers. A fleece jersey and wind blocking vest may be all you need, but you’ll have to go get cold once to find out
I wouldn’t recommend Siroko.
Castelli is very good, but at a higher price.
I have the Castelli Perfetto Ros 2 Jacket and I love it. I’m also from the Netherlands and it is the perfect do-it-all jacket for the Dutch weather and a great piece of kit for autumn/winter/spring. I bought it from nr1mtbshop for 136 euros in the colour black.
I think Assos makes the best winter jackets, unfortunately they also make probably the most expensive ones… but I think it’s worth checking, if a past season model might be on sale somewhere. You might be able to find something < 200€
