Yes you should change it. Easy job and that’s never going to go back perfectly.

Change it for an easy life, cheap fix too. Electrical tape or “strapping tape” (tensilized polypropylene tape) make for great options.

That is not tape, that is a nylon rim strip, you can fold it back with a little heat or buy a new one for $3

Change it to a tubeless setup and be done with it.

Tape is cheap. if its bad enough to ask about, then i say just just replace it.
