Clean all sealant residue from tire with alcohol or acetone. Use good tire cement. Follow proper cementing process. Etc…

Try a Dynaplug, typically they are a permanent fix and will last for the life of the tire. I plugged a cut on my front last year, and it’s still holding up just fine.
