I had issues, mainly because of the state of the "roads" and Velcro straps wouldn't work and I only have so many zipties so I went a different route.
    I carry two this way having used some flat aluminum bar I bent, heated, and inserted for clips. I even riveted one set.

    The clips are snug and I use a section of a failed inner tube to run through the backside and title to the rack to keep them from swinging.

    They both fit a 5 gallon bucket when I need to scavenge a plant along the road for my yard. one for tools and one for plants. (I live in Central America)

      And I can still use the platform of the rack, which I keep a full length and split 700c inner tube tied for easy use.
