You gotta push the valve up into the tire to allow the tire to seat on the rim I’ve done this when i first started out on track bikes

Center the tire, push the valve in because sometimes when the valve its on the bottom of the rim it push the tire out when you fill with air. Pump a bit of air, check if the tire its well seated on the rim, if its offset move it with your hands, push the oposite part of the tire. and only when its in right position put all the pressure.

Tubes have a thicker flat area around the valve (so the valve doesn’t pull out)
While the rest of the tube will easily slide into the tyre, that part often needs a bit of a shove to get it to seat inside the tyre rather than under it.
It’s a mistake I’ve made a few times, and easier to do on thin tyres.
Deflate the tube all the way, then use a tyre lever to just lift one side of the tyre up near the valve.
Give the valve a push and it should pop fairly deep into the rim
Then seat the tyre again, and pull the valve back out ready to inflate.
Also, you should have a small nut on the valve to hold it firm to the rim, it makes attaching the pump way easier simce rhe valve won’t try and push in.

For future reference- put a little bit of air in the tube first, just enough for it to hold its shape, then it won’t get pinched under the tire like this when you install it.
