Not sure, but could be a component of an old school speed/distance sensor. There is usually another part attached to the frame that counts when the part passes by (i.e. counts wheel revolutions)
These come with their latex tubes. I understand older ones might be for “balancing” but in a video by Silca these are described as lowering noise from the valve stem rattling against deep rims (as well as extremely small aero benefit).

I have a rattling valve stem on my 50mm carbon tubulars. I currently have a bit of toothpick jammed in there to stop it. It didn’t realize there’s a specific product for it.
