My fork only has one set of eyelets in the back for fenders, I have a small rack mounted in the same hole with a spacer and a longer bolt. I usually just carry beer or take out food on there.

I’d move the rack closer to the eyelet, so it won’t stress the bolt that much, and put the fender on the outside (swap them). If you can, of course. Otherwise, should be fine, if you use locktite/self locking nuts.
