    1. Just to confirm: does it shift when the hoods are rolled back into place (with or without difficulty)? Rolling the hoods back on some Shimano levers can get in the way and keep them from working.

    2. So I may get some flak for this but I’ve cleaned out shifters with brake cleaner (with the straw) blast that junk out… I’ve also used rubbing alcohol and wd40. Keep working the shifters, keep spraying until they shift normal. Then use some dry lube or park lube to lube back up

      First, spray some rubbing alcohol into the shifter to see if you have a mix of grease and dirt that has hardened and is affecting the ratchet mechanism.

      If that doesn’t solve it, replace the shift cable. It may be starting to fray, so you’d want to get it out of there before it breaks and turns into a fishing expedition. This may also require new shift housing if it’s starting to corrode inside.

      I think I see the hole it inserts into. It’s a small black plastic piece that inserts into the lever and pushes against the shift mechanism. A better quality picture would confirm this.

      EDIT: I see another picture in your other comment which confirms this but it appears that a spring has also come loose. My GRX shifter developed an issue from the main internal bolt behind the lever coming loose and causing issues, I had to tighten that bolt and realign some stuff in the shifter, but this isn’t something you’re supposed to do.

      LOL OP I think you and I have the same issue and I just fixed mine. It is an ultegra shifter but Interls look same.

      The problem you have is a pawl in there is supposed to be held by a spring, but it is not, the same problem as yours. You need to make the springs hold it; this pawl grips the teeth that move when you shift up/down, when it is not held in place by the string; no matter how much force you apply, it won’t shift because of this. I attached an image below; check the same piece in your shifter; it will move left and right freely, but it shouldn’t do that.
