I don’t think you’ll improve it by wet sanding. I would color match some nail polish for the larger top tube marks and then get a sticker to cover the seat tube. Perhaps the UCI rainbow stripes, many bikes have that on the seat tube. The nail polish works, you won’t see it from ten feet, I only notice it when I’m washing my bike.

You can but it won’t look better. Once you start sanding your only “pretty” option is to the entire frame.
