I believe they’re actually base layers which create a kind of ribbed surface when worn underneath a standard jersey. Supposedly they have an aero benefit.
The Le Col Aero jersey has arms (and body) like that. As do some Huub jerseys

Also, castelli has their short and long sleeved boleros that provide the texture under another garment. This is how they get around the UCI rules relating to size, shape, and depth of ribs on the jersey or skinsuit itself.
You are getting some absolutely garbage responses. Yes, some companies like rule 28 make aero base layers but you can find plenty of brands making jerseys with textured fabrics off the shelf.
