Germany has extensive regulations for paternity leave in the form of up to three years of "Elternzeit" that both parents can take. In comparison, this is better than most EU countries. You are also entitled to "Elterngeld". Whether people take advantage of this is another question. And "Kindergeld" is of course not only available in Bavaria, but throughout Germany.

Yeah they call Rabenmutter when you try to put your kid at kinder garden while he / she is not even 3 years old yet
